From Yahoo News:
US Democratic presidential candidate John Kerry promised to lift a ban on immigration to the United Stated by people with AIDS and vowed to double US assistance to a worldwide campaign to combat the deadly and contagious disease.
...
President George W. Bush promised last year commit 15 billion dollars to the international campaign to combat AIDS, tuberculosis and malaria over the next five years, and Congress has already begun making allocations under the program.
But the Democratic candidate said the White House was falling short of delivering on its promise.
"I will turn up the diplomatic pressure to seek similar increases from our partners," Kerry said. "I will provide rapid distribution of quality medicines, including generic affordable, safe and effective drugs."
He blasted the Bush administration for hampering US efforts in fighting AIDS "with policies crafted to appease its political constituencies, putting ideology before science."

In addition to raising our taxes for AIDS relief; Kerry, the International Man of Mystery, is going to go back to his foreign leaders to get them to shell out cash too. Just like a liberal...spending everybody elses money. This isn't a plan, John, you don't have the cash secured...you are relying on a wish. That won't get the job done.Isn't it interesting that the most effective way to not get AIDS is to engage in abstinence and to just say no to drugs; yet the AIDS activists aren't interested in those programs. Kerry shows his true colors by not supporting programs that actually have a chance of reducing the AIDS-infected population.
For the record, here is President Bush's record on AIDS.

Michelle Malkin has an AIDS-related post worth checking out. Turns out some European environmentalists are against some promising AIDS research.Mark's Remarks
Here is what hacks me off! The Liberals out there make it sound like the President and Republicans don't care about HIV/AIDS. Not true! They talk about Reagan's lack of care, but if you look at the budget, the funding for AIDS drastically went up during Reagan's tenure.Look at George W. Bush's plan, which he announced during the State of the Union. The man has compassion for the cause, he is doling out millions to the fight against AIDS. However, people like Kofi Annan want more so they can attempt to plunder it like they did the Oil for Food program.
I am sick of this discussion. Some people have no control over getting AIDS, like babies, blood transfusion victims, etc. However, the vast majority of cases involves sex. And sex, the last time I looked, was an action that is not always necessary. In fact, that is in part what separates us from animals; in that we can fight against urges and carnal lusts. I think the main problem why AIDS has not been beaten back is the defeatist ideology behind the teaching of prevention. Rather than encourage abstinence as exercising good control, we merely say 'they are going to do it anyway' and then go about giving advice on prevention measures that are not 100% effective. Shouldn't we rather teach what is 100% effective and go at it with an attitude of mastering something within ourselves, rather than be defeatist with a negative attitude?
If you look at the success stories of African AIDS reduction (sadly there are not many), the successful stories all include faith based training focused on ABSTINENCE!!!!!!!!!
And this is another thing that gets at me: some in the gay community get so hacked off, claiming that Reagan killed more than Hitler via AIDS. EXCUSE ME, people, but Ronald Reagan did not make you have unprotected sex, or even have sex. Ronald Reagan did not invent or create the pervasive attitude about casual sex in the gay community in the late 1970s and early 1980s. Shouldn't it be about time that those who complain the loudest actually look at some of the causes of transmission and identify them as what they are: episodes of taking personal responsibility for oneself? Just a thought.
