Democrats had enacted a similar bill, the first time a congressional vote was given to representatives other than those from the 50 states, when they held the majority in 1993-94. But when Republicans took over in 1995 they rescinded the territories' vote.

Some thinktank or some group of citizens need to get together and file a challenge in federal court against this garbage. The fifty states should file a suit, becuase their votes have just been diluted by the illegal inclusion of these territories. The Constitution says that only members of the states are to be given a vote, and only they are to determine the laws of the United States. If these liberal jackholes want to change our government, they need to put forth an amendment. Many peole talked about our rights, liberties and the Constitution being eroded under the Republicans, but that was all smoke and mirrors. Now, in just a few weeks under the Democrats, that erosion is now a reality.
