MUNICH, Germany (AP) Russia's president says U.S. use of force in international relations encourages other countries to acquire nuclear weapons.I don't think its our usage of force that encourages rogue nations to try to develop nuclear weapons, I think its because we have that capability to use force that does it. Let's face it, on a head to head conventional battle with any nation on Earth, the United States will come out on top. This is certainly the case with North Korea.
