Creating a "Next of Kin" Database in Ohio

I've got mixed feelings on this story from the Columbus Dispatch discussing the bill that would establish a database of contact information to be used in case of a car crash:
The database it would create would include the name, address, telephone number and relationship of at least one contact person, according to a draft version of the legislation. Participation is voluntary and free, said Sen. Jim McGregor, a Republican from Gahanna.
Since it is voluntary, I can support it. But I do have to ask what sort of security procedures are going to be attached to the information. Are we going to have anothe Strickland intern with a flash drive situation? What else will government use this information for?

Status of the bill:
The bill, which has 20 co-sponsors -- far more than average -- will be assigned to a committee by House Speaker Jon Husted, said Karen Tabor, Husted's spokeswoman.
Apparently, there is no known opposition to the bill...
