What Happens to VLT Licenses if Gambling Wins on Ballot?

State Representative Barbara Sears, on Facebook, writes the following:
"The Governor is funding education based on VLT's revenue...which means that if VLT's don't produce...education funding is reduced... FYI - it is my understanding that the Senate has indicated that if the Penn National Ballot issue is passed by the voters - Ohio could be required to refund to the VLT's their license fees - $450 million."
Where have we seen this sort of thing before? If you said in the US House of Representatives, you're a winner! Democrats are trying to rush bills through the legislative process without people having a chance to actually read them. Why? So everyone can be surprised later when we find out what's actually in them!

This is a disgrace and Ted Strickland ought to be held accountable for it.
