It is ridiculous analysis from start to finish. In the WaPo's world, intelligence is rock hard and the only time intelligence fails is when a Democrat is in the Oval Office. Spying doesn't work that way...

Politicizing Intelligence Failures
As expected, the liberal media (and the WMD Mailbag Correspondent) won't accept the findings of the Robb-Silbermann committee which found that there were no political causes for the intelligence failures. Instead, they are trying to link intelligence failures to policy failures. To illustrate their point, the Washington Post cites North Korea's removal of plutonium to secret locations from spots that were being monitored by inspectors. One problem with that if you are going to blame the Bush administration: it happened in 1989. South Korea learned of it in 1999.
