"Non-Partisan"

What makes a non-partisan organization non-partisan?

Here are two relevant definations of "partisan" as listed by dictionary.com:
1. A fervent, sometimes militant supporter or proponent of a party, cause, faction, person, or idea.
And:
2. Devoted to or biased in support of a party, group, or cause: partisan politics.
Okay, so what did we learn there? Basically, a non-partisan organization should advocate the issue over the politics.

Now, here are the synonyms for "partisan":
accessory, adherent, backer, champion, cohort, defender, devotee, disciple, follower, henchman, satellite, stalwart, supporter, sycophant, sympathizer, upholder, votary, zealot
Question: how many of these so-called "non-partisan" organizations have been described with any of those synonyms?

My point is that there really is no such thing as a non-partisan organization. Calling oneself "non-partisan" while taking a stand on the politics of an issue is a deception that the American people have endured for far too long. Truly non-partisan organizations would simply advocate the issue and not engage in politicking. Specifically, I would think, a non-partisan organization should not engage in attacks against any politician.

Am I way off-base here?
